Instance-based research on construction license management for coal chemical projects

Abstract: In order to optimize and improve management of construction license for coal chemical projects and to prevent accidents, with operation permit management of coal gasification units of National Energy Group Shenhua Yulin Coal Comprehensive Economic Utilization Project (first-stage project) as an example, operation risks were analyzed and types of licenses were determined according to drawings and construction organization design, and operation permits in construction process were counted. Then, based on classified statistics of safety inspection records during construction period, problems in permit management process were discovered, and their number, type, and probability were compared before differences in operation permit management capacity between the units were obtained, and contractor list was optimized through the contractor evaluation system. The results show that fire operation, high place working, and lifting operation are the key management points in the whole process of project construction. By adopting methods, such as optimizing the list of qualified contractors, strengthening control on key licenses with large workloads, and implementing corresponding management measures based on characteristics of the contractors, etc., safety management of construction sites can be improved.
